Also detailed are the submission requirements for when UNL will be included as a subaward on a proposal that another organization is submitting to a prime sponsoring agency. Please work with your <a href=\"https:\/\/research.unl.edu\/sponsoredprograms\/find-your-osp-contacts\/\">Pre-Award Coordinator<\/a> to submit the final documents required.<\/p>\n\n\n\n<p>If you are uncertain whether to classify your or another group\u2019s participation in a project as a subaward, vendor or consultant, please review the following attachment for more information about each of these roles: <a href=\"https:\/\/research.unl.edu\/sponsoredprograms\/wp-content\/uploads\/sites\/9\/2025\/08\/Subrecipient-vs-Vendor.pdf?e=qjdTNS\">Subaward, Vendor, or Consultant<\/a>.<\/p>\n\n\n\n<p><strong>If UNL\u2019s proposal will include another organization as a\nsubaward, follow the below steps several weeks prior to the proposal\ndeadline:<\/strong><\/p>\n\n\n\n<p>Check the <a href=\"https:\/\/fdpclearinghouse.org\/organizations\">FDP Expanded Clearinghouse institution website list<\/a>*** to see if any of our subs are Participating Institutions.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If the sub <strong>is<\/strong> a participating institution:\n<ul class=\"wp-block-list\">\n<li>Request the sub institution provide the <a href=\"https:\/\/fdpclearinghouse.org\/helpdocs\/LOI-pdf.pdf\">Letter of Intent (LOI) format<\/a> for project specific information and authorized signature<\/li>\n\n\n\n<li>Request sub institution provide a statement of work, budget and budget justification&nbsp;<\/li>\n\n\n\n<li>Send final copies of the above documents to your UNL pre-award coordinator<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>If the sub <strong>is not <\/strong>a participating institution:\n<ul class=\"wp-block-list\">\n<li>Ask sub institution to complete our <a href=\"https:\/\/research.unl.edu\/sponsoredprograms\/wp-content\/uploads\/sites\/9\/2026\/03\/Subrecipient-Commitment-Form-updated-3-20-26.docx\" data-type=\"URL\">subrecipient commitment form<\/a><\/li>\n\n\n\n<li>Request sub institution provide a statement of work, budget and budget justification&nbsp;<\/li>\n\n\n\n<li>Send final copies of the above documents to your UNL pre-award coordinator<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>If UNL is being included as a subaward on another organization\u2019s\nproposal, follow the below steps several weeks prior to submission:<\/strong><\/p>\n\n\n\n<p>\u00a0Check the <a href=\"https:\/\/fdpclearinghouse.org\/organizations\">FDP Expanded Clearinghouse institution website list<\/a> to see if the prime applicant is a Participating Institution.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If the prime applicant <strong>is<\/strong> a participating institution:\n<ul class=\"wp-block-list\">\n<li>Work with your pre-award coordinator to complete and secure authorized signature on our <a href=\"https:\/\/research.unl.edu\/sponsoredprograms\/wp-content\/uploads\/sites\/9\/2026\/03\/UNL-FDP-Letter-of-Intent-template-updated-3-19-26.docx\">institutional LOI format<\/a><\/li>\n\n\n\n<li>Create a UNL statement of work, budget and budget justification<\/li>\n\n\n\n<li>Send final copies of the above documents to your pre-award coordinator for review and submission to the prime applicant<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>If the prime applicant <strong>is not<\/strong> a participating institution:\n<ul class=\"wp-block-list\">\n<li>Work with your pre-award coordinator to complete and secure authorized signature on our <a href=\"https:\/\/research.unl.edu\/sponsoredprograms\/wp-content\/uploads\/sites\/9\/2026\/03\/UNL-FDP-Letter-of-Intent-template-updated-3-19-26.docx\" data-type=\"URL\">institutional LOI format<\/a>, or the prime applicant\u2019s own format, if required.<\/li>\n\n\n\n<li>Provide a UNL statement of work, budget and budget justification<\/li>\n\n\n\n<li>Send final copies of the above documents to your pre-award coordinator for review and submission to the prime applicant<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>***Several universities are members of the Federal\nDemonstration Partnership\u2019s Expanded Clearinghouse initiative.
