Limitations on NIH awards
The NIH has discontinued cost of living or inflationary increases in all awards issued in FY 2012. (NOT-OD-12-036, http://grants.nih.gov/grants/guide/notice-files/NOT-OD-12-036.html). This limitation affects both new and non-competing awards made with FY2012 funding and beyond. If you use OSP's budget templates to create NIH budgets, please change the amount in the “annual percent increase” cell to 0 (zero). Please share this information with others who submit proposals to NIH.
This new policy does not appear to limit the ability to actually pay increased salaries; however, the funding would have to come from other budget lines, if allowable.
The NIH also has decreased the salary cap level for all awards issued in FY 2012 (NOT-OD-12-035, http://grants.nih.gov/grants/guide/notice-files/NOT-OD-12-035.html). The new cap is at Executive Level II of the Federal Pay Scale. It is now $179,700 for a 12-month rate. For 9-month faculty the salary cap is $134,775.
