NIH makes updates to PHS 398

The National Institutes of Health recently issued updates to its "Application for a DHHS Public Health Service Grant" (PHS 398, 11/2007). All paper PHS 398 applications submitted on or after May 25 must adhere to these new guidelines. Before May 25, applicants may voluntarily follow the new guidelines.

Highlights of the changes to the PHS 398 are:
  • New terminology for application types and investigators.
  • Structural documentation changes to increase consistency with the SF424.
  • Implementation of Grants.gov terminology.
  • Suggested cover letter format.
  • Additional instructions for budget justifications involving foreign applications and/or components.
  • Instructions for addressing indefinite use of human subjects and vertebrate animals.
  • Clarification of career development award requirements.
Also changed significantly is the method for submitting appendix materials with paper 398 applications. Appendix materials for these applications will no longer be accepted in hard copy form. They must be submitted on CD in PDF format. Details about the specific appendix policy are in NIH Guide Notice OD-08-031.

As a reminder, the PHS 398 is required for all grant programs that have not yet moved to electronic submission and use of the SF 424 instructions and forms.
