UNL negotiates new F&A cost rates

UNL's Facilities and Administrative Cost (F&A) rates for all externally funded grants and contracts have changed.

UNL's newly negotiated F&A agreement with the U.S. Department of Health and Human Services took effect Feb. 7. Based on this agreement, the new rates for sponsored programs (externally funded grants and contracts), effective through June 30, 2009, are:

Organized research 47.5%
Ag Research Division 44.9%
Instruction 50.0%
Other sponsored activities 34.5%
Cooperative Extension 39.5%
All off-campus programs 26.0%


These rates are applied to the Modified Total Direct Costs (MTDC) base. MTDC include all salaries and wages, fringe benefits, materials, supplies, services and travel and up to the first $25,000 on all subgrants/subcontracts. MTDC exclude equipment, capital expenditures, charges for patient care, tuition remission, rental costs of off-site facilities, scholarships and fellowships and the portion of each subgrant/subcontract in excess of $25,000.

All new sponsored programs proposals submitted after Feb. 7 will use the new F&A rates. The off-campus F&A rate may be used for projects with activities performed in facilities not owned by UNL and to which rent is directly allocated to the project. Grants or contracts will not be subject to more than one F&A rate. If more than 50 percent of a project is performed off campus, the off-campus rate will apply to the entire project.
