NURAMP Workshop Series, Spring 2008

The workshop series runs Tuesdays and Thursdays in April and May (any exceptions are noted in the module descriptions).. Sessions will take place in either City Campus Union or room 201 in the Alexander West Building at 14th & Q, unless otherwise indicated. Each module will be offered once (except for Module 5, which will be offered on both City and East Campus). Presenters are experts from various units in the Office of Research – Sponsored Programs, Proposal Development, Research Responsibility, Technology Development and the Vice Chancellor’s Office.

NOTE: At least six people must be pre-registered 24 hours prior to each session. If you are one of fewer than six people registered for a session, you will be notified that the session has been cancelled.

Module 1: Overview and Principles of Research Administration at UNL

Tues., April 15

Introduction to the nuramp learning series: UNL’s research administration infrastructure; regulations governing management and administration of sponsored research; and principles and policies guiding research and creative activities at UNL. Overview of basic issues addressed in the Office of Management & Budget (OMB) circulars A-21, A-110, A-133 and the Federal Acquisitions and Regulations Standards (FARS); NUgrant, UNL’s secure electronic research administration system; preparing proposals; grant and contract reporting; accounts management.

Module 2: Funding Opportunities, Proposal Guidelines and Proposal Development

Tips for finding relevant funding opportunities; internal grant competitions; proposal writing advice and typical proposal components; UNL proposal development services and resources.

Module 3: Proposal Preparation, Submission and Processing

Thurs., April 17

Types of proposals and specific university procedures to consider when preparing a proposal; how to route a proposal through NUgrant and what to expect during the OSP review process; an overview of other electronic proposal preparation and submission systems, including Grants.gov.

Module 4: Budget Preparation and Development

Creating effective proposal budgets and budget justifications; understanding specific budget categories and allowability of costs; review of principles of cost sharing and subcontracting.

Module 5: Taming the Perilous Skies of Intellectual Property

An interactive series of case studies in successfully navigating the process intricacies and pitfalls of intellectual property, licensing, royalty distributions and faculty-based startup creation; time allocated for discussion topics of particular interest to workshop attendees, as well as an open forum Q&A session.

Module 6: Responsibilities of Conducting Research

Overview of the responsibilities that accompany the conduct of research, including UNL processes and procedures that enhance research quality and ensure compliance with federal, state, and university rules, regulations and policies; the roles and operation of research review committees (IACUC, IRB, Biosafety, Radiation Safety, COIR); related forms and NUgrant procedures; oversight authority and the federal regulatory environment; recommendations regarding how to mitigate risk and foster responsibility in the conduct of research.

Module 7: Receiving the Award

Learn about UNL's award receipt process and requirements. Grants, contracts, cooperative agreements and the major differences among them will be discussed, along with a highlight of agreement terms and negotiation issues.

Module 8: Administering the Award

Procedures for setting up accounts; the financial responsibilities of the PI and the Office of Sponsored Programs; roles and responsibilities of prime recipients and sub-awardees, as well as university policies and federal regulations involved in the management of subcontracts; documenting allowable costs; making post-award changes; closing an award; and participating in an audit.

Elective Session: Grants.gov – New Forms, New Requirements

Learn how to use Grants.gov to find, prepare and submit an electronic grant application. Includes a review of the PureEdge package and an in-depth review of the NEW Adobe Forms package and requirements. Anyone who expects to prepare applications for Grants.gov submission is encouraged to attend.

Elective session: PARS and Effort Reporting

An explanation of UNL effort reporting as required by OMB Circular A-21; relationship between percent effort and person months; salary certification vs. cost share; correctly certifying the PAR form; reporting faculty effort and handling changes in effort; proper ways of dealing with summer salary.
